“non-smoking environment”?

This place will rip you off. Guaranteed. The Security Deposit is actually a Security Fee. Once you pay it, you will never get a refund. I lived here for over 3 years. My apartment was not clean when I moved in. The living room carpet was stained and should have been replaced before I was allowed to move in. The walls were dirty and I had to scrub them. When I decided to move out, I did everything by the rules. I gave the official 30 day Notice of Intent to Vacate. I left the apartment much cleaner and in better condition than it was when I moved in. I had paid a $400 security deposit.

When I asked for a refund of the security deposit, I received an itemized bill which exceeded $400. This bill was made up of false charges. Heidi Robertson was the apartment manager. Wisconsin Management Company manages this property. The apartment manager and the property management company have stolen my money. There is no other way to define it. This is by far the worst place I have ever lived. The greedy management here is staffed by thieves and bandits. They will steal your money.

An Update on June 22, 2016:

Now Wisconsin Management Company is claiming that I did not submit a 30 day Notice of Intent to Vacate. This is another lie and complete BS. And the people there are trying to charge me for an extra month’s rent at full price. I submitted a written 30 day Notice of Intent to Vacate to Wisconsin Management Company. I also submitted a written 30 day Notice of Intent to Vacate to Heidi Robertson, the apartment manager. Both notices were submitted in writing more than 30 days prior to my moving out. More lies and dishonesty from these people.

An Update on August 25, 2016:

It is uncertain as to how much of a role Heidi Robertson played in this. I have information stating that Heidi Robertson is no longer the apartment manager at Monroe Village Apartments. Did she quit, or did she get fired? Managers at this place change like the weather. But someone owes me $400.

If you are unfortunate enough to be living here and you plan to move out, don’t bother giving a 30 day notice. It will not matter. There is no point in cleaning the apartment. The apartment manager and Wisconsin Management Company will not refund your security deposit for any reason. They will keep the security deposit that you rightfully deserve a refund of. If you are concerned about the management here giving you a good reference for the next place you move in to, I highly doubt they will do that anyway. The members of management here are crooks. Why bother to give a 30 day notice that you are moving out, or bother cleaning the apartment, if these bandits will keep your security deposit anyway? Don’t waste your effort.

If you do decide to give a 30 day Notice of Intent to Vacate, be sure to send it via Certified Mail with a return receipt, proving the notice has been delivered. This is what you will need in court, if you decide to file a small claim against these crooks. If you do this, I recommend sending one notice to the apartment manager, and sending a second notice to the management office in Madison. Be sure to send both notices via Certified Mail with return receipts, proving the notices have been delivered. You need to have a signature required for delivery of the Certified letter. This will be your proof that the notices have been delivered. Someone at the Post Office will help with this. Otherwise these bandits will just shred the documents and claim they never got them.

Do not trust the rental people. They will lie to you.

If you are looking for an apartment to rent, avoid this place. Don’t let the management here steal your money. There are far better places available to rent. This is low-income housing and the management here will steal what little money you have. The people running this place do not care about you as a tenant, and they never will.

Wisconsin Management Company is an American corporation and is interested in one thing only. This company is interested in grabbing as much of your money as is absolutely possible. Be it legally or illegally. And that is the Only thing this company is interested in. There is no genuine equal opportunity at Monroe Village Apartments, or at any other apartment complex managed by Wisconsin Management Company. There is only the equal opportunity to get Ripped Off by this outfit. This place likes to screw over people with limited income, such as the disabled and elderly, so please beware.
